The Borough of Waynesboro Mourns the Passing of Mayor Richard “Dick” Starliper

It is with deep sadness that the Borough of Waynesboro announces the passing of Mayor Richard “Dick” Starliper.  Mayor Starliper passed away peacefully on May 16, 2025 at the age of 87.

Mayor Starliper, affectionately known as “Dick” to many in the community, was a dedicated public servant whose leadership, integrity, and compassion helped to shape the rejuvenation of our community.  He was the quintessential “Small Town Mayor” often seen in parades, at ribbon cutting ceremonies for local businesses, Chamber of Commerce mixers, and numerous community functions.

Dick first served the Borough of Waynesboro as a Council member from January 16, 1980 to January 4, 1988, and again from January 2, 1995 to January 7, 2002.  Dick served as Borough Council President.

Feeling a continued call to public service, Dick ran for Mayor and served from January 2, 2006 until the time of his passing.  Dick was a Past President of the Cumberland-Franklin Counties Boroughs Association, and a member of the Pennsylvania State Mayors’ Association, the Association of Mayors of the Boroughs of the State of Pennsylvania, and a current board member for the Pennsylvania State Boroughs Association.

“Dick was a friend, a neighbor, and an advocate for our community, and police department,” said C. Harold Mumma, Council President.

“Dick was a wealth of institutional knowledge, and he shared that knowledge throughout his years of service.  He was a friend, and a trusted advisor who loved this community,” stated Jason Stains, Borough Manager.  “His service has left a lasting impact on Waynesboro.”

The Borough of Waynesboro extends its deepest condolences to Mayor Starliper’s family and friends during this difficult time.

The Borough strives to provide the highest quality service to our residents.  Staff are available for in-person customer service and are available to assist you via phone and email.  Appointments may also be made to meet with individual staff members, as required.  Correspondence to the offices may be sent via mail (P.O. Box 310, Waynesboro, PA 17268) or placed in the drop box located at the front of the municipal building (55 E. Main Street), next to the exit door.  Public meetings are conducted in-person as listed on the “Calendar” section of this website.

Please note that the Borough of Waynesboro does not contract with third party services (like DOXO), as these services may delay your payment beyond due dates, leading to late fees and/or service termination. 

The Borough of Waynesboro utilizes Muni-Link (by Link Computer Corporation) software which allows you, our valued customers, to have more control over your utility bills through our online customer portal.  You can access your past billing and payment history … all from your computer or mobile device.  WHEN YOU RECEIVE YOUR NEXT UTILITY BILL, PLEASE NOTE THE CID NUMBER PROVIDED IN THE UPPER RIGHT CORNER.  THIS UNIQUE ID NUMBER IS NEEDED TO REGISTER FOR ONLINE ACCESS TO YOUR ACCOUNT THROUGH THE CUSTOMER PORTAL.  

ATTENTION UTILITY CUSTOMERS:  We are no longer able to accept payments through the Customer Portal using checking accounts.  You may pay with a debit card or credit card using the Customer Portal.  We apologize for any inconvenience this may cause.

Welcome to Waynesboro

Enjoy the benefits of a small town while remaining within 60-90 minutes of Baltimore, Harrisburg, and Washington DC. Waynesboro is situated in the southern part of Franklin County, Pennsylvania, about 2 miles north of the Mason-Dixon line, 6 miles east of I-81 and 12 miles north of Hagerstown, Maryland.

During the Civil War, Waynesboro was held for 15 days by Confederates on their way to Gettysburg. During the early 20th century, Waynesboro became an industrial hub and home to Frick Company, Geiser Manufacturing, Landis Machine Company, Landis Tool Company, and more.

Today, community organizations include the Renfrew Museum and Park, the Alexander Hamilton Memorial Library, Waynesboro YMCA, and Waynesboro Hospital. The Waynesboro Area School District operates four elementary schools, a middle school, and a high school. The Borough of Waynesboro designates five parks.  Northside Pool and Park features a zero-depth entrance, two water slides, bubblers, and other water features.
