The Borough wishes to remind our customers that recycling is mandatory in Waynesboro, and we now use a “single stream” system.  All recyclables, including paper goods, cardboard, and a new and larger list of recyclables, are to be co-mingled in the container.  A copy of the accepted recyclables is included with this notice.

Also, customers wishing to utilize a large 96-gallon, wheeled trash container may rent one from Waste Management.  Please contact Waste Management at 800-593-9529 to order the container.

Due to regulations from the Commonwealth of Pennsylvania, electronics equipment (including computers, video monitors, TVs and similar items – see the list accompanying this announcement) may not legally be collected by trash haulers.  Electronics placed at the curb will be tagged and left at the curb.  DO NOT place any prohibited electronics out for collection.  Electronics must be taken to an electronics disposal site approved by the PA Department of Environmental Protection.    View approved sites at: Department of Environmental Protection.

Trash Collection

Curbside trash collection in the Borough begins at 5:00 a.m.

ITEMS NOT ACCEPTABLE:

  • Appliances
  • Furniture
  • Trees
  • Rubbish from construction
  • Stones
  • Street refuse
  • Dead animals
  • Abandoned large machinery
  • Vehicles
  • Any other large, bulky items

GRASS CLIPPINGS

Grass clippings will be collected on a weekly basis if they are in containers not exceeding thirty-two (32) gallons and placed in containers separate from other refuse. Grass clippings will be considered in the three (3) container limit imposed.

TREE/HEDGE TRIMMINGS AND BRUSH

Tree trimmings, hedge trimmings, brush and similar items will be collected on an “every other week” basis on non-recycling collection weeks (see Schedule below). Tree trimmings, hedge trimmings, brush and similar items must be tied in bundles not exceeding four (4) feet in length and fifty (50) pounds in weight, or placed in a container not larger than thirty-two (32) gallons, separate from other refuse. If these items are in excess of the three (3) container maximum permitted, the Contractor may charge a per bundle or container fee for additional items.

LARGE-ITEM TRASH

Borough trash customers may place one (1) large item at the curb for collection at no additional charge. Large-item pick-up will only occur on recycling weeks (see Calendar).

Acceptable items are: sofas, desks, chairs, tables, mattresses, box springs, dishwashers, hot water heaters, washers, dryers and similar items, provided that two (2) people can lift them on the back of a truck.

Items that will not be picked up are: household and hazardous waste, paints, herbicides, insecticides, solvents, chemicals, propane tanks, liquids, batteries, tires, tree stumps, concrete, construction debris and loose piles of items. Batteries, tires and paint can be taken to the Washington Township Refuse Transfer Station for disposal. Batteries will be accepted at no charge; however, a nominal fee will be charged for the disposal of tires. Paints must be dry – either remove the lid and let it dry or add “kitty litter” until it is dried in the can.

Items containing Freon, such as freezers, refrigerators, dehumidifiers and air conditioners, will be picked up on an item-by-item basis, for a special fee. Individuals wishing to have items containing Freon picked up should call Waste Management at (717) 597-5961 and arrange for the special pick-up.

Trash Collection Option for Commercial Customers

Multiple-family residences, defined as a unit consisting of four (4) or more dwelling units, that are owned by one individual, firm or corporation, or separately owned and operated as a cooperative form of housing, including condominiums, may utilize the Borough’s contractor or another licensed contractor, as approved by the Borough, to collect and dispose of their refuse.  See Ordinance #935 for additional information.  (Download Trash Collection Option Form for Commercial Customers below).

Commercial, Institutional, Municipal and Multi-Family Housing Properties Recycling

All commercial, institutional, municipal establishments and apartment buildings with four (4) or more units located in the Borough of Waynesboro are mandated to recycle, as per the Commonwealth of Pennsylvania’s Municipal Waste Planning, Recycling and Waste Reduction Act, 53 P.S. §4000.101 et. seq. and the Borough of Waynesboro’s Ordinance No. 935.  The following items must be recycled and picked up as often as necessary (but no less than weekly):

  • Aluminum, steel and bi-metallic cans
  • Corrugated paper, high grade office paper and newsprint

Every commercial, institutional or municipal establishment, multi-family housing property landlord, and community activity sponsor shall submit a Recycling Report to the Borough with all weigh slips from the facility or facilities to which the recyclables were delivered, in accordance with Borough Ordinance No. 935.  (Download Recyclable Collection Report Forms below.)

Holiday Collection

Waste Management recognizes the following days as holidays.  Trash and/or recyclables will not be collected on these days, but will be collected the following day; and the collection schedule for the remainder of the week will also be delayed by one (1) day.  If a holiday is not listed below, there will be no service interruption.
